Billy had created the Witches’ Road, and it goes to show just how similar he is to his mother, Wanda, who created the infamous hex.

Agatha All Along Episode 9, aka the season finale of the series explains everything there is to explain, and also leaves the door open, quite literally, to a possible second season.
